in 27 jurisdictions, managing annual operational programs valued at $13 billion. As Ecuador’s Minister of Finance, his achievements in external debt restructuring, debt restructuring with China and the negotiation of an Exceptional Financing Arrangement with the IMF, position him as one of the most reputable policymakers in Ecuador and Latin America.
His work as a union leader of Quito’s industrialists and businessmen at the national level, places him in a privileged position when it comes to establishing channels of dialogue in the private sector.
Independent economist with 25 years of relevant experience helping investors implement their projects in difficult jurisdictions. Santiago established award-winning Humboldt Management in 2007. His role as Director of GBS Finance in Ecuador since 2019 further solidifies his expertise in the region’s financial landscape.
He was Head of Economics and Strategy at Movistar (Ecuador), t. Previously he worked at Unifund (Switzerland), an emerging markets investment fund.
He has also served his country as Vice Minister of Economic Policy in 2010 and Vice Minister of Economy in 2018-19, having negotiated an agreement with the IMF.
Santiago holds a B.A. in Economics from PUCE, an M.A. in Economics from the Graduate Institute of Geneva and an MPA from Harvard University.
